PLNR-01-2-Executive Order Review and Rescission

WHEREAS a number of U.S. Presidents have signed several Executive Orders affecting public lands across the Western states; and

WHEREAS those Executive Orders often did not follow due process including National Environmental Protection Agency plans and reviews; and

WHEREAS those Executive Orders have the potential of closing down public land activities, transferring land administration between agencies and amending boundaries on public land areas; and

WHEREAS Congress does not traditionally pass Supplemental Appropriations providing the necessary resources to manage the new land designations; and

NOW THEREFORE BE IT RESOLVED that CLUB 20 hereby supports efforts to review all of the prior administration’s Executive Orders; and

BE IT FURTHER RESOLVED that CLUB 20 encourages administrations to subject the lands affected by the Executive Orders to the recognized planning processes including local participation and review; and

BE IT FURTHER RESOLVED that CLUB 20 opposes the expansion or creation of national monuments and conservation areas without express authorization of Congress and pursuant to established designation procedures; and

BE IT FURTHER RESOLVED that CLUB 20 opposes Federal Lands designation outside of the standard congressional procedure without appropriate funding or management resources from the Executive or Legislative Branches of the Federal Government; and
