WHEREAS: in order to comply with the Endangered Species Act two cooperative intergovernmental programs have been established with concurrent goals of recovery of species listed as endangered under the Act and continued development of water resources, and
WHEREAS: these intergovernmental programs involve the federal government, state governments, Indian tribes, water users, environmental interests, and federal power users, and
WHEREAS: these programs have been operating successfully since 1978 with progress on the programs’ twin goals of species recovery and water development, and
WHEREAS: these programs require federal financial participation consistent with the intergovernmental agreements, and
WHEREAS: continued federal funding requires Congressional appropriations for the programs, and
WHEREAS: the partners to the program share responsibility for the programs’ success and funding and the federal cost share is less than half the total,
NOW THEREFORE BE IT RESOLVED that CLUB 20 supports federal participation, including appropriations, in the Cooperative Agreement to implement the Recovery Implementation Program for the Endangered Fishes in the Upper Colorado River dated September 29, 1987, and the Cooperative Agreement to implement the San Juan Recovery Implementation Program dated October 21, 1992.
