WHEREAS Colorado has been woefully short on funding for transportation infrastructure improvements throughout the state for many years; and
WHEREAS Colorado has many projects that are waiting for funding for completion; and
WHEREAS the State Legislature passed SB-228 listing projects waiting to be funded; and
WHEREAS some of the projects are located on the Western Slope of Colorado; and
WHEREAS the state of Colorado is falling further and further behind in constructing needed highway improvements and maintenance and is experiencing population growth, price increases, and inflation; and
WHEREAS CLUB 20 has a current policy in support of raising fuel tax to help fund transportation and would consider a/any combination of both fuel tax and sales tax,
NOW, THEREFORE, BE IT RESOLVED that CLUB 20 supports raising the Colorado Sales Tax up to ¾ cent per dollar to be used for highway projects and maintenance, and
BE IT FURTHER RESOLVED that the sales tax funds collected go into the Highway Users Trust Fund, which is constitutionally protected so that it can’t be raided or used for any other purpose other than road and bridge construction and repair, as well as implementing a cap on the amount of money being dedicated to transit at no more than 15%; and
BE IT FURTHER RESOLVED CLUB 20 encourages CDOT, state government officials and all transportation advocacy groups and individuals to embark on a public education campaign to alert the public to the issue of transportation funding pertaining to highways and roads.
