TR – 96 – 1-Transportation Construction Standards

WHEREAS the Federal Highway Administration and the American Association of State Highway Transportation Officials (AASHTO) require construction standards which drive the cost of highway construction and maintenance up exponentially, often unnecessarily, and

WHEREAS the Federal Highway Administration (FHWA) has discretionary authority between “minimum standards” and “preferred standards” as published by AASHTO, but invariably requires projects to meet the “preferred standards”,

THEREFORE BE IT RESOLVED that CLUB 20 calls for CDOT to continue the effort to promote and implement the practical design guidance that was established in 2010.  While recognizing the importance of AASHTO and the FHWA standards, transportation officials will encourage aligning design choices with the needs of the project and identifying areas where practical design concepts can save costs and improve project functionality.
