WHEREAS the Electoral College was created in 1787 during the Constitutional Convention with the intent of ensuring that each state had informed electors in place to represent them in major elections. Our Founding Fathers intentionally included this in our constitution, in part, to help balance the urban/rural divide and to bolster the voting power of less populous states, and
WHEREAS the Colorado General Assembly passed Senate Bill 19-042 which has been signed by the Governor and which provides for Colorado to join other states and the District of Columbia in an interstate compact known as AN AGREEMENT AMONG THE STATES TO ELECT THE PRESIDENT BY NATIONAL POPULAR VOTE, and
WHEREAS that agreement, when active, would require the Colorado representatives to the Electoral College be those pledged to vote for the presidential slate which had received the largest number of votes in the nation whether or not the majority of voters in Colorado had voted for the candidate, and
WHEREAS that is contrary to the approach developed by the framers of the United States Constitutions and is contrary to the interests of the citizens of Colorado.
NOW THEREFORE BE IT RESOLVED that Club 20 opposes SB19-042 and any future effort whose effect is to stifle the voice of rural Colorado.
NOW THERE BE IT FURTHER RESOLVED that Club 20 supports the repeal of SB19-042 through an initiated or referred ballot measure presented to the voters of Colorado or through litigation once the law becomes “ripe”.
