X-04-2-Unfunded Mandates, Opposition To

WHEREAS local governments provide many necessary services to citizens of the Western Slope; and

WHEREAS there is increased competition for limited resources available to local governments reducing the flexibility of those entities in identifying solutions to local problems; and

WHEREAS State and Federal governments continue to impose increasing legal requirements on local governments in the form of mandated expenditures, mandated services, and mandated standards without regard to the costs of such requirements and often without the input of local governments; and

WHEREAS statutory and regulatory requirements are imposed on local governments through State and Federal mandates without the provision of additional funding for compliance; and

WHEREAS local governments should not be required to implement statutory and regulatory mandates that create a financial burden and undue hardships on the community and its citizens;

NOW THEREFORE BE IT RESOLVED that Club 20 opposes any effort of the State or Federal governments to mandate that Local governments provide and pay for programs or services without  the state and federal governments providing the adequate funding necessary to do so; and

BE IT FURTHER RESOLVED that Club 20 supports an open and transparent process in the development and implementation of State and Federal statutory and regulatory requirements that includes, but is not limited to, consultation with local governments affected by the promulgation of such requirements and consideration of concerns raised by the local governments regarding costs of compliance as well as socio-economic costs and benefits of implementation to the communities served by the local government.
